Yes good content here is constantly wasted because people put non-descriptive titles which actually sort of detract from the content. Honestly this was a trick that used to be done on Reddit to suppress a good link and then read it would not let you post the link again. So people would subvert good links by putting bad titles on them and then when you wanted to repost the link with a good title that was actually descriptive to get it attention read it would not let you post the link twice. I kind of suspect that's what's going on here.
