Ive seen it said 4% was sent conservative areas

I'm guessing from this graph they alotted 33% to elites or prolific areas.

Whether they did or didnt target- they certainly knew the batches were different. Whatever was in the yellow line batches is not in the 4% (blue line) of murder batches.
