I would say there is a lot of prime land in southern California.

All those hollywood mansions are sitting on thousands of acres of high sun land, with no clouds and rain to get in the way.

And with large sprawling open areas, there are way fewer people to complain than if they go after a more densely populated area.

Sounds like a win-win for everyone.
