Sodomy is a dangerous practice that spreads disease and puts immunocompromised people at risk, including non-participants. It has a high public cost in terms of lost life and healthcare. The government has a compelling purpose to keep us safe and should regulate sodomy to that end.

My first instinct would be to promote a ban but I don't know if that's politically expedient and courts may shoot it down.

So as an alternative maybe we could have a licensing program where sodomites could register for a nominal fee and be fingerprinted. Then they would take a course on proper condom use and risk management. Failure to register would be a felony, as would performing sodomy with an unregistered person or any out-of-state resident.

Honestly this would be better than a ban. A ban would merely force sodomy into the dark. We wouldn't know who the sodomites were, and disease would spread untracked and unabated. But by registering the sodomites, they could be monitored and controlled, and everyone would be more safe, including the sodomites.

I have no experience drafting legislation but that is my goal so I'd appreciate ideas and proposals. Or just tell me I'm a fucking idiot. Thanks.
