They just got caught without enough resources to do it at the same time as Barbarossa so they tried to isolate England. They thought the U-boat battle in the Atlantic would keep the British weak on supplies and basically out of a mainland ground war. If looking at previous wars, the British were never good at mounting attacks against mainland Europe and needed to be defeated (or at least stalemated) at sea.
