Basically, they have to be based somewhere and so they WILL be subject to some government. I don't know if Swiss is a good one or a bad one. If you can keep track of who you're pissing off, though, you can use email that is not in their country.
IOW I think it's a good service. It should not be the end all of privacy if you think governments are after you. You should use a one time pad or something.
Run your own mail server if you want. However, the email could still be read by the sending server. But what happens if your friend sends you a message, and he's running his own server, is the connection is made directly from his to yours. Your connection could still be intercepted between you, however those connections are (at least potentially) encrypted for all the good it does. But you probably want to have your friend encrypt the sent emails anyways. So that they're not sitting around somewhere vulnerable and clear if nothing else.
There are also services like Telegram that aim to provide end to end encrypted communications without you having to setup servers.
