Banning VPNs is as much of a joke as region-locking content. I don't think it will happen, but the whole point is that they can't tell what activity in which you are engaging. All they could do is shut down commercial services.
I can't believe that nobody pointed out the first amendment yet. You can't ban websites just because you don't like the content, and I would think if there was a security issue the (((FBI))) would just swoop in and take the domain like they normally do.
This would be an interesting court case to take to SCOTUS - but it shouldn't pass to begin with.
