His daughters were an extension of himself. Property. They werent seen as individuals with civil rights in that culture— they had low value. These were pastoralists who were comfortable with alot of violence and rape. Offering his daughters is just being a good selfless host to his guest. I think its wrong to interpret as a failing in that context. To the jews, this is an instance of selflessness.

I think that some of these old stories were re-worked by the authors of the bible to teach the correct message. So there are lots of weird things that dont seem to fit the stories well.
