A third faction is the answer. Or how about a bunch of local chapters all going out and taking on the others out of a complete lack of trust.
They count on this to be a two sided conflict, so lets make it a battle royale free for all.
We'd attack those who claim to have the exact same ideology as us, because we realize how trusting common beliefs is a terrible idea.
Here is a better way, go back to the warring states mentality, have a family patriarch who seeks only to expand his own power and territory, followed by is family members who seek only to obey the patriarch and serve his ambitions.
This model is resistant to ideology cucking.
