1. You do get lighter as you go up, but it doesn't happen as fast as many people perceive. Astronauts aren't weightless, they're in free fall. They're going fast enough "laterally" that they miss the Earth when they fall. Even up where the space station is, gravity is still around 95% of it's sea-level strength, IIRC.
Balloons float due to buoyancy in air. Buoyancy in air minimally affects the weight of everyday objects on the ground, but it's enough that you have to use vacuum chambers for sensitive scientific weighing.
Well, they are weightless, just not massless. You can be weightless at sea level by jumping off a cliff ;)
There is actually a detectable difference in the strength of gravity at the tops of mountains. Even on the ocean there's slight differences because the earth's distribution of mass isn't uniform. It's not big enough for people to notice though. Plus if you could move fast enough to notice it changing underneath you the acceleration would hide the effect.
