Blackrock is basically the Federal Reserve. If anything the government is a toy of the Federal Reserve. Saying Blackrock is an arm of the government is kind of upside down. The government basically needs the Federal Reserves permission to operate because it requires printing to operate and the government owes the money back to banks that act as an intermediary but ultimately to the Federal Reserve.
