Berkeley is a really weird place. You can tell that at one time it used to be a really quaint, fun college town but that time is long gone. You can go down one street and it's beautiful and you think how great it would be to live there, turn a corner and that all disappears when you see either spoiled young hippies, bums or disgusting old STD riddled first gen hippies that still laugh about that crazy thing called the internet.
To live there you have to be insanely rich and then you only have a middle class lifestyle.
The people that go to UC Berkeley are either so liberal they are alien to most of the US or they are Asian and don't even participate. Though it's full of propaganda, it's a good school especially when it comes to sciences so Asians go there for that.
and like the rest of the Bay Area it's generally lawless and run by criminals.

It isn't like the military, where during combat training soldiers are taught to expect limbs blown off, etc. This is college, where the biggest danger is probably paper cuts.
Shock sets in rapidly and the brain turns off. Self preservation is another instinct that kicks in, making most people avoid direct contact. If the guy isn't going to stop, drop and roll by himself, who else is willing to risk harm to tackle or engage in direct and prolonged contact with fire?
Stop, drop, and roll is overrated on a concrete surface, and especially if an accelerant was used. Tall green grass is the ideal place for that. But lowering your air intake below the flames is critical no matter what the surface. Sear your lungs and you're a goner.
Coat girl whacks the flaming guy, probably not realizing her coat will be just as ruined as if she had smothered the flames with it. And yes, you also don't want to get too close to a crazy person who's on fire.
Still though, if someone does anything, the urge to whack them seems pretty universal.
