There are entire blocks that are bought up by the same landlord and converted to Section 8; you can even drive by them and see the same ethnicities by block, all sitting on the stoop, and every building has the exact same siding/roofing.
There's even incentive for city governments to participate because of federal programs that provide dollarydoos for every warm body in the welfare system, just like with public schools (why do you think they threaten parents of truants with arrest?) and prisons.
