with access to cellphone masts you could probably sample say 50-100 major locations in the u.s. for changes in pattern of life, i.e. a lot of people suddenly not showing up to work one day.

And then cross correlate that data with u.s. federal demographics data to determine the ethnicities of the people who didn't show up to work.

Makes it infinitely easier to figure out what communities to investigate for leads about who knows what, when, where, and how.

The grid going down happens after the food supply is properly sabotaged (the land needs to be poisoned now as planting season is just about to kick off.)
Look to Iowa or Kansas next since those are also producers without being situated anywhere that fallout would impact diversity centers, like St. Louis, Omaha, or the Twin Cities.
