A video stream does not have to be live, it can also be a pre-recorded video file that is viewed in a browser. Video streaming refers to the continuous transmission of audio and video data over a network, allowing for immediate playback without having to download the entire video file.

You can start playing the file before it is fully downloaded. That's the server serving the file in chunks to allow immediate playback before total download. Also known as a data stream. Made a diagram for you:

Any ability to play a file before it's fully downloaded with just ordinary file downloads would strictly be a client side thing AND it's very likely NOT doing that despite what it's presenting to you in your gui. Do you also think updates are 100% done because a progress bar tells you that?
If whatever client side program is playing a video of a standard file download has an issue, it can't just request chunks at x point UNLESS the server actually has streaming capability which catbox DOES NOT. It's simply a file repository. That's why videos take forever to play if they are large.

Best you can do is hope your server supports range headers (most do) and make requests for ranges. That helps but still sucks for all the things streaming IS good for like buffering, sending smaller chunks and dynamically skipping through a video without attempting to download the whole thing. You keep thinking you know what you're talking about though.
