It would be nice if George III or whoever thats supposed to be would make all the decisions for the benefit of his people, but the people who seek out those positions are usually highly exploitive people. The royal families of europe are parasites and they always were.
Which ever group you put in the decision making position will evolve to more efficiently exploit that niche, i.e., they will begin to parasitize the people they are tasked with protecting and leading.
