It's been a racket for a long time. CEOs kill. They pay meaningless fines to the partner government. The government makes money off of killing.
If anyone asks why they're immune to criminal charges, they have an official program that defers charges if they pay and shuffle around the CEOs names for the next killing spree so they can keep doing it.
They're unrepentant psychopaths who aren't removed by elections.
