This is false. You can guess which words will be in the cipher and then see how the rest of it fits. As soon as you hit some sort of structure after guessing north south east west left right up down near under above treasure chest buried etc... Likely words...
This is the difference between a dictionary attack and a simpletons brute force attack...it brings the math down to an acceptable chance of success rather quickly.
