Problem is, "Grade Level" was determined using a 90%+ white class.
Now, you have 90% Negro class, and just using normal distributions, there is no way very many can maintain a level equal to an average white OVER THE COURSE OF TIME - they fall further behind every year because they cant keep up just enough each year to get a full year (or more) behind.
