Ultimately it is just op-ed tier fodder, but for me the "coming war with china" looks like some high level actors attempt to teach americans a lesson. If I had to guess, the hope to break america of whats left of the shredded remnants of our isolationist past. Something along the lines of "if you choose isolation, sooner or later your enemies come for you. Power only lasts for those who choose to wield it. Either go forth and conquer, or be conquered." Why else would they be performing operations on u.s. soil to pin it on the chinese? There is rarely a higher level lesson, but the big three and their territory, has historically been inviolable. And now it is not. And that is significant.
It means the game has changed, which means assumptions have changed, which means the playbook has changed. We'll see what happens next.

I don't default to one explanation. There are many factions both foreign and domestic, with interlocking and competing interests. It is the fact that I refuse to commit my own beliefs to any one explanation that allows me to remain neutral and clear headed when trying to sort out competing signals.

"high level actors" is more of a reference to individuals or very small groups. Usually individuals and very small groups are figureheads, but I haven't categorically ruled out that there are people on the international stage, 'behind the scenes' as it were, with real power and influence.
We cannot assume everything is "the sum is greater than whole" leaderless "iron law of oligarchy" type organizations, organically reacting and self-directing without anyone at the wheelhouse, that history simply happens without intervention. There are loci, and nexuses of decision making, where factors come together, and variables are decided, where the course of things to come are charted and determined. You'd be foolish to assume it were simply one way or another, and not a mixture of both systems.
