Traffic accidents will also rise with population even if you are looking at per capita.

Because as the roads get more and more overloaded they are less and less safe to drive. There being more traffic has a number of mechanisms for increasing the accident rate. One being simply that people get frustrated with congestion and choose to drive in a riskier fashion.

It could be a simple 2D vs 1D problem, like how an ant can lift 100x its weigh due to the cross-section versus volume scaling difference. With traffic you have more people in an area, but still bottlenecked into the freeways and main roads, which can't expand much (and induced demand, but even without that I think this would still explain it not being able to scale).

It's a combination of distracted driving and main character syndrome. I hadn't driven in like 2 years until I came back to the States recently. At nearly every red light I had to honk to get someone off their phone when the light turned green.

I haven't seen more than usual. The only definite shift was when COVID started. The streets were very empty for a while, then I started seeing more people racing, blowing red lights, etc. That hasn't lessened.

This was predicted but I didn't know it was actually happening yet.

Also predicted is more truck accidents with the same reason all the truckers as a whole are pretty independent lot quite a few of them refuse the vaccine. So there may be portions only less of those than with car drivers. They never did implement a requirement that truck drivers take the vaccine because too many truck drivers were refusing and it would have stopped trucking during the pandemic.
