It doesn't say that. It says, "He answered, “I was sent only to the lost sheep of Israel.”"

Judah is one tribe of 13. It says nothing about jews.

Matthew was speaking to the jews, and the only Evangelist that knew Jesus. Mark was addressing gentiles. John was most clearly anti jewish.
