Civil war happens three ways in the u.s.
1. large scale crisis leads to the inability to governor, shit storms occur from rioting.

2. manufactured crisis, or artificial debacle between states run by controlled opposition (this would be bad for us, because the regime would control the outcome)

3. something bottom up, which is unlikely, because even peaceful organizations are largely infiltrated and destroyed through both legal and illegal subversion methods by the secret police. Even if bottom up succeeded, it would need foreign aid to supply it with weapons and critical infrastructure like communications and recruitment pipelines, otherwise it would be unlikely to succeed.

I don't see any sort of civil war happening unless it is a manufactured one or the regime loses all control to a major crisis.
