My guess is it truly is a spy balloon/dirigible, but they didn't send it over expecting any real data. It's more of a test to see what they can get away with. Probing the defenses, seeing what they can get away with, seeing how quick we found it, gauging the reaction, etc.

Calling it a balloon is the first line of bullshit. Balloons can't hover, they move with the wind. Balloons can't steer themselves, they can't move against the wind. Dirigibles have been used for over a century because of this.
