Mostly not useless. Anechoic chambers are actually necessary for a lot of certifications with regards to noise levels. Things like laptop fans (probably used for testing the microsoft hardware lines) need to be measured to make sure the customer will not suffer irritation from the noise level. A true noise level can't be measured in a noisy room - thus the need to drown out all background sounds.

Yes, it is probably overkill to design that strong of a noise reduction system, but science marches on.
