I am thinking it was multilateration (phased array), like the way Starlink satellites communicate or the way 5G works. The Hutchinson Effect works by using multiple frequencies that overlap in spacetime in an interference pattern that alter the subatomic properties of matter, which creates effects that vary wildly depending on what frequencies you use, what material you are targeting, etc. Some entity has fine-tuned the methodology for producing a desired effect using certain frequencies on certain materials. And you need not have a single transmission source to achieve targeting if using multilateral propagation. It's conceivable that the source of the building's destruction came from within the building.... which means somebody put emitters throughout the building, and that means targeting would be easier and localization of effect easier since the source is the destination.

Tesla had a handheld device that was basically a seismic feedback amplifier. He attached it to a skyscraper once, and after tinkering with the settings the building began to shake violently as standing waves began resonating throughout the structure. Perhaps this is a similar technology, but using much high frequencies or combinations of frequencies, using the structure of the building itself as the conduit for the destructive energy.
