They are run by health insurance companies. Those companies want lean facilities. If they had ample staff many of them would not be busy all of the time and that would increase cost. It was like this before the vax and has just gotten worse.

The pro-vax will counter this by saying it is not only a staffing shortage, but a bed unit shortage. The old "throw as much shit at the wall and see what sticks" strategy.
