He's describing the "temperature anomaly" scam. They don't use actual average global temperature. They use global temperature anomaly so they can smooth the inconvenient data and highlight the data that makes their case.

The money is generated from taxes. Europe has a carbon tax. The end goal is world government with unelected technocrats in charge of the energy supply. The end goal is to unemploy union coal workers and exploit slave labor in mines like those in the Republic of Congo and Afghanistan. Take a very inexpensive but reliable coal, natural gas, gasoline and deisle, tax the living shit out of it, and force people onto alternatives like electric, wind and solar power where cheap Chinese products that supply the power can be turned on and off from a centralized place.
