Because of the way it is designed, with an upper and lower, by their own definition, the AR has no single part, and therefore doesn't have any parts, that qualify as a "reciever", under the law, in black and white.
Their own tech people have been telling them this for decades. That's why every time they take someone to court over the reciever issue, the same retired ex-ATF tech guy that first raised the issue to them gets called in as an expert witness prepared to testify that there is no reciever. And they drop the case. This has happened in at least three cases that I know of. They don't even want to talk about it.
Things do happen in the media that the regime doesn't control. It's why the regime regularly manufactures distractions.
It's a system with a lot of (loosely) owned actors. They're like rabid dogs tied to leashes that are too long. Easily baited with red meat, easily distracted, but always voracious.
