Look at the context of what you quoted;
Romans 11:21 For if God spared not the natural branches, take heed lest he also spare not thee.
He spared not the natural branches; they were cut off!
Romv 11:22 Behold therefore the goodness and severity of God: on them which fell, severity; but toward thee, goodness, if thou continue in his goodness: otherwise thou also shalt be cut off.
If you continue in Jesus, you are saved, else you are cut off!
Romans 11:23 And they also, if they abide not still in unbelief, shall be graffed in: for God is able to graff them in again.
If you remain in unbelief, you are cut off!
Romans 11:24 For if thou wert cut out of the olive tree which is wild by nature, and wert graffed contrary to nature into a good olive tree: how much more shall these, which be the natural branches, be graffed into their own olive tree?
If you return to God in belief you will be graffed in.
Then your section, which is saying that they still have God wanted for them to return, but the fact that they did not means the Gentiles are now being offered into the vine.
Romans 11:32 For God hath concluded them all in unbelief, that he might have mercy upon all.
So then he would then go to the Gentiles. That's how he has mercy upon all. Before it was mercy upon those whom he made the Abrahamic and Mosaic/Sinaitic promises, who followed the Old Testament.
This doesn't eviscerate anything, it just shows how you have a bias that argues FOR the 'jews' over the words of Paul. Who very clearly in multiple books says that the unbelieving 'jew' is cut off. The entirety of Galatians is against judaising and that you are saved by faith, not by works of the law.

The entire context of Romans is against just that very doctrine.

The flesh and blood who call themselves 'jews' were never the recipients of the promise. It is those who worship God in spirit and in truth.
