Proxy warfare = Takes more money, supplies runs out faster due to mismanagement and complete sabotage with more weapons and ammo being sold on the black market, no support from citizens and military groups not directly involved, etc

It's an embezzlement strategy. If you skim 0.1% of a million dollars it's hardly worth the effort. If you drive the bill up to a billion, it's a big payday.
