Those stairs were made by a dick. You can see him in the video linked.
Also, take a good look at the "safe" stairs he built. There is a short clip of someone walking down them all. The stringers only on the inside of the steps, while the railing is on the edge... each step is like a little teeter-totter. Good thing some senior didnt get injured walking on them.
If you cannot tell how utterly dangerous those things are, simple do a basic search about building steps.

His stairs did need some modification. They should have let him. That wood has a risk of getting slippery as it ages, and when we are talking about stairs for seniors that's not going to cut it.
I'm not going to embarrass myself and share my ideas on how to fix that when I'm sure I don't know the best way, but someone does and that fix would be needed. Is grip tape a stupid idea? I don't think the city will like the idea of paying to have it power washed regularly.
The stairs themselves aren't supported properly, the railing is terrible, is only on one side, and is also not supported properly.
Grip tape works for a little bit, but you have to replace it every so often, requiring inspections and maintenance. The longest lasting thing would probably be concrete steps with metal inserts and corrugation to provide grip and some metal railings with crosshatching for grip. But I'm not a civil engineer.
