The first time I heard of the phrase about pigeons and chess it was Vladimir Putin talking about negotiating with Obama. Said it was like explaining things to an idiot, who then behaved like a pigeon playing chess, knocking over all of the pieces, shitting all over the board, and then strutting around like he'd just accomplished something.
