Third world Countries are given "loans" for Economic Development, Infrastructure, Telecommunications, Utilities, whatever. A BIS/IMF quant makes up some spreadsheet math showing they can defy all history and exceed any known rate of growth. This is intended to fail from the beginning, because the natural resources of Country in question are collateral for the loans, so they are forfeit when the impossible debt inevitably becomes impossible to service and repay.

The intention is always that the loans will fail so the BIS/IMF can collect the collateral and natural resources. This process is also often accelerated even faster by money printing causing debasement of the currency (USD in this case), just in case it doesn't happen fast enough.

The leader of the Country is bribed to accept the entire deal and they make millions and move somewhere like Florida or Israel and retire after selling their Country out. If the leader fails to get with the program, they are usually replaced in a Mossad-run CIA coup - this playbook plays out in all sorts of history like Cuba, Venezuela, Panama, and more recently Ukraine with Zelensky serving as this replacement pupped to prop up the grift.

Recently, this was attempted on Vietnam. The Vietnamese President is apparently difficult to bribe, or he maybe actually gives a shit about his Citizens so he told the Economic Hitmen to get fucked. This isn't an answer to your question but there's a system in place to launder money that the big guy and others use. Pay to play is one of the schemes but sending off money to another country is another way. They send the money. Then someone else who is a part of the system but not directly related to the sending of that money will then give something to the person who sent the money. It's a big web and hard to track because it's decentrailized.

It's like the revolving door. A person works for X corporation. Then gets elected or put in a government position. That person while in government will do things for Y corporation. Then they leave governenet and get on the board of Z corporation. All the while getting paid a lot of money to give speeches and insider trading.
