What world do you live in that you think Merchant Fees are not already passed on to the customer? In a retail setting you cannot typically negotiate price, but in any situation where I am hiring workers, contracting a job, or really anything where the price is not 100% fixed, I ALWAYS ask "Is there a cash discount?" Paying in cash will usually save me 2%-3% and sometimes will save as much as 10%
This is a standard practice and has always been that way. You don't get a discount for using cash or check unless it's a small business owner that makes it apparent upfront.
As such if you buy big corpo and hate them, giving them a discount for paying cash versus debit is doing them a favor not the other way around.

If credit and debit card companies did it they wouldn't be merchant fees, they'd just be fees.
This won't change because then fewer people would use the cards to save money.
