OK; I'm honestly looking for education here. Someone explain how "traditional, non-CBDC" crypto can now (or could before) be 'de-centralized' when all the transactions flow over the government-monopoly Internet.

Belfuro is confused what he's talking about. Crypto exchanges are for buying or converting one form of crypto to another, so no you don't have to use them to buy something unless you need to convert to another crypto currency first. However, to interact with the blockchain you have to transact with a node running blockchain software and it's the exact opposite of anonymous unless you're using a crypto like Monero that tries to be anonymous with it's transfers, but "they" can still see all the end users. Even if you use a VPN big data will find you. Blockchain protocols and nodes can be blocked by ISP's anytime the NWO mandates.
