Legally blind isnt the same as completely blind. If you're eyesight is fuckered enough that you might as well be blind, then you're likely 'legally' blind

You can be legally blind with just very poor eyesight, but it can still be useful. For instance, you may be able to make out a "horizon" to help with balance. You may be able to not walk straight into a wall, but you couldn't read anything.

I've known a couple of people who were legally blind. They used really, really powerful prescription glasses to be able to see well enough to do what this girl is doing. Those are probably prescription lenses to let her see the packages but not enough to read anything on them.
