Besides what Anus_Expander said about marijuana, no one who was working on the Empire building was high. There was no cocaine in Coca Cola. Its cocaine content was significantly reduced in the beverage in 1903, and it was no longer used at all in 1929. Cocaine was illegal in the US in 1914. No White person smoked opium, and absinthe was expensive and nearly unavailable, and no steel worker would be caught dead drinking a faggy drink like that. They drank beer legally after the repeal of the Volstead Act, and since it was NYC, they likely knew where to buy bootleg beer before 1933. Beer was the beverage of the working class.

Down the street from me a construction crew built a 4 condo unit from the bare ground to completion in a few weeks. Later I moved into a place and an all spic crew took more than a year and a half to replace drywall in my building and I don't think they ever finished.

There might have been one or two spics on the condo crew but they were mostly white.
