These people are utilitarians who see their goals of a new world order as the highest possible good in which everything done to achieve it is justified, they see people merely as tools to get the future they think they want, or as obstacles to goodness, people like us, who are therefore seen as the tools of evil.

Yes, they are insane, but there's a purpose to their madness, it can be understood once you see that they have a goal they will sacrifice anything to achieve, and that people aren't really people to them anymore, though if it would help their mission to talk about the humanity of some people, they will.

A lot of people dealing with psychopaths have trouble with the idea that they could hear some heartfelt emotional plea or principled philosophical speech and tat it could be a disingenuous act put forth to serve some personal ends or conceal some dishonorable intent.
