The barricades have been moved from an extended perimeter to the immediate area in front of the building thus opening up the block and giving the illusion that people are now free from a repressive past

It basically got a facelift, with a bunch of slurry-covered styrofoam that makes it look like an old building. Certainly matches the buildings next door and the neighborhood better, but in the end it's a lot of effort spent on a facade. Great for that neighborhood, but I look at that and I see the ghosts of technologies invented to build structures that weren't anywhere near as comfortable as today's construction. It's basically a trans building.

That said it's still better than the brutalist architecture in the before pic, where more architectural, facade elements were added to deliberately make the building looming and stolid.

In this case, matching the neighborhood was worth the work put into the building. But I don't think we need to turn every city into an 1800's European look-alike.

The “brutalist architecture“ being referred to are multi layered electronic eavesdropping counter-measures along with hardening the exterior of the structure for blasts and bullets.
That building absolutely was an intelligence center of some sort, hence the array of antennas on the roof.
