There’s already tech to compensate for people wearing masks. In the iPhone settings theres a FaceID setting called “Mask Mode.” So they’ve been thinking about this for a while now.

China's no-mask facial recognition can misidentify people. Surely their through-mask system has a higher error rate. Countries exaggerate their technology to intimidate.

Their tech has been tracking individual gaits for years now. Everyone has a unique walk signature and at least the U.S. domestic surveillance crews have them. Also, there's a company that purchases metadata from other tech/app companies and they sell location and tracking services to law enforcement for a subscription fee. I'm not sure if they sell to private companies but I'm going to try to find out real fast to provide you some links.

If you look at the history of mass killings by communist regimes, the answer is that the people never put their foot down and say enough of the tyranny. Even when their families and neighbors are being executed. The USSR didn't collapse because the people revolted. China is still communist today, and Cambodia's Khmer Rouge were ousted by a foreign nation. (Vietnam)

The only places that seem to forcibly remove those in power, are some middle eastern and African countries.
