So GP is claiming that Argentina is over 99% White? Or at the very least they are claiming that Argentina is less than 1% black. That seems like a statistic that needs to be verified with other sources.

A 10 second internet search yields:

But even these sources make it clear that that 0.4% is the number of people who 'Ethnically identify as having an African ancestry and heritage"
