The comments in the thread say it's mites that live on the skin that everybody has, but some people have a bad reaction to. They are using it as a topical cream. Supposedly there's an expensive medication that contains Ivermectin that you can get for this, but the original poster is using the horse paste version because its dirt cheap. I can't be bothered to verify any of this, though.
