Thanks for this. I don't know how many people were engaged in the conspiracy to provoke Japan into attacking the US, but they wouldn't have done it if FDR were unwilling to do it. In fact, I believe he was absolutely in favor of going to war with the Japanese and gave orders to his staff to find ways to provoke the Japanese and justify the actions of the US government.

Searching painstakingly the US National Archives, he found the "smoking gun", a document authored by LCDR McCallum, that described an eight-point plan that would antagonize the Japanese. In the margin it shows a "chop chain" of the document going up the chain of command, ending with FDR's office. (His initials are not on it, but he very likely read it.)
