I once heard of a kid who had to have a circumcision because he wasn't able to pee. Around age 6 or 7 (an "emergency circumcision") IIRC. The fact that circumcision can be practical and not just aesthetic still baffles me even nearly ten years after learning this.

Circumcision is never medically necessary. All that was required here was a minor enlarging of the end but instead the decided to cut the entire tip off. Circumcision can be practical and easy but it is never necissary

It's those missing details though. The claim seems to be that his foreskin grew closed? This seems unlikely, possible I guess.

It's likely that as he grew the foreskin did not keep pace and there was a tightening effect, pinching the urethra closed. Full removal of the foreskin is unnecessary. It can be stretched. Cutting is a only needed in the most severe cases.
