This was all of their faults. Its obvious she has no idea how to safely handle a weapon even before she negligently discharged it

My take is that this is an end of shift type activity.

She takes out the weapon, goes through the motions of unloading it, while unknowingly (and retardedly) chambering a round.

Then she takes all of the rounds out of the magazine as a count check.

Both women look around kind of confused when the count is one short... they don't know where it could be. But then quickly give up trying to figure out why there is one missing.

The final step in turning in the weapon is to pull the trigger to make the gun 'extra safe', wherein the missing round is now discovered by going off.

Why wouldn't she just take it home. There's no need to unload a weapon at the end of the day. Unless they just want to be going through the motion of loading it daily just so someone isn't walking around with a gun they thought they loaded two months ago.

Different countries have different rules.

Some countries only allow police to be armed while on duty, and off duty they are the same as other citizens - ie, no guns.

Police may have very strict rules for official weapons also. Having one stolen from a private home? might be a pr nightmare, etc.

It is actually a pretty smart practice. Who knows how many "unreported" events might happen - and having to count the rounds ensures everyone is being truthful.

When ammo becomes registered (I have no doubt this is in the works) then bribing a cop to get a couple rounds might be a thing. Maybe that is already happening where this video is from.

I’m 90% sure that is not a cop, but rather an armed security guard. What a terrible holster she has and a terrible draw time. Took her like 7 seconds to pull it out. She’d be dead 10 times. She is probably returning from a shift on an armored truck and since she is a guard, she is required to check her weapon into the company gun safe at the conclusion of her shift.
