krita has questionable splash screen art...
but its basically photoshop.

if you check Krita out, you'll see what I mean about the splash art.
I suspect the creators are furries.

You'd think the file format would also have RGB values for said colors so they could be used instead of the ever-changing reference for a particular color.

The color isn't actually meant for displays. The trademarked color is for printing and manufacturing. You can give the same rgb color to two printers and they may give you different colored products.

Pantone exists entirely to set standards.
