I disagree. You have to go out of your way and make an effort to become complicit enough with the regime to "owe taxes". There are numerous alternatives to hiring yourself out as a servant to an IRS reporter.

Because the government does not print the money, privately owned central banks do, and charge the government interest on it. Taxes just pay some of the interest, probably none of the principle.
