Anyone know anything about drugs? I found this on a public reserve behind my place.

I've heard that heroin is packaged for sale like that. The dealer keeps a couple of balloons in his mouth so that they can be swallowed easy if the fuzz comes up.

This looks like a kind of toy we used to make when I was a kid. You fill a balloon up with flour. It's kind of squishy/stretchy. You can throw them at friends without hurting them.
