The more Americanized ones do but no its not,the numbers are kind of low for hispanics. There is a statistic that reads the more educated a hispanic is the more likely he is circumcised. Complete baloney propaganda or again the more indoctrinated they are the more likely to self mutilate.
The Africa study was also ended before they had results. They said it would be "unethical" to finish the study to get results since initial results were what they wanted. In reality they probably just threw most of the data out and kept what they wanted.
